    You mentioned that the buds pair fine with a different model phone of the same brand. Hence, the issue is isolated on the Galaxy 9. You can try and reset the buds prior to pairing. You can find the steps for that here:

    Please note that this will cause the buds to "forget" your J3. So you will need to pair them up again. If it still does not work, you can try to contact Samsung Support.

    after many trials and tribulations and desperate searches in duckduckgo, i came across the means by which you reset your buds:

    i tried all three methods and finally the factory reset solved the problem.

    i can now pair the jaybird tarah pro buds with my galaxy 9+ phone. from there, i installed the app and upgraded the firmware and that solved another issue i was having with the sound cutting out and the bud with the volume control losing volume. it is still not as loud as the other bud, but much better than before.
